Aid groups say dozens of people died in the attack on Douma earlier this month.
Russian currency and stock markets, preoccupied with the threat of U.S. military action in Syria and the fallout from the new U.S. sanctions, did not react to the draft legislation.
German Chancellor Angela Merkel said she supported the military action.
French Minister for the Armed Forces Florence Parly said all French aircraft had returned safely from their mission.

Syrian TV called the attacks a "blatant violation of international law and shows contempt for international legitimacy". A U.S. -led coalition has been conducting airstrikes in Syria since September 2014 as part of a largely successful effort to break the IS grip on both Syria and Iraq. "History will put everything in its place, and it has already laid heavy responsibility on Washington for bloody reprisals against Yugoslavia, Iraq and Libya".

The United States didn't waste any time in disputing Russia's accusations. That cautious response may dent the Russian leader's tough-man image but it won't undermine his gains in Syria or erode his authority at home.

However, Iran - another key ally of the Assad government - condemned the strikes. Boeing said it is studying the possible impact of the "anti-American" legislation proposal on its business.
