Russian Federation accuses USA of 'provoking' North Korea

After Pyongyang's most recent missile launch a Hwasong-15 missile on Wednesday, Trump responded with an uncharacteristically restrained "We'll handle [it]" before returning to his typical rhetoric, calling North Korean leader Kim Jong Un a "sick puppy" at a rally in Missouri.

Speaking on a visit to the Belarussian capital Minsk, Mr Lavrov asked whether America was actively seeking to destroy North Korea.

The Russian minister strongly condemned comments made by U.S. Ambassador to the United Nations Nikki Haley, who earlier this week warned North Korea's leadership it would be "utterly destroyed" if war were to break out after Pyongyang test-fired its most advanced missile.

"The latest US actions look created to deliberately provoke Pyongyang into taking new extreme action", Lavrov told reporters in Belarus, according to a Russian Foreign Ministry transcript. We have repeatedly stated that the pressure of sanctions has been exhausted.

None of these US measures has served to deter North Korea from testing its intercontinental ballistic missiles.

He continued to say that Ms Haley's speech to the UN Security Council meeting was "a really bloodthirsty tirade".

Lavrov's remarks come on the same day as a Russian delegation returning from Pyongyang said North Korea would not give up its nuclear weapons.

China, meanwhile, unveiled its powerful new DF-41 intercontinental ballistic missile, likely ready for deployment in 2018, the timing of which Armstrong said could be meant to "both, dissuade the North Koreans from continuing down this path and to tell the Americans that the Chinese are dealing with it in their own way".
