Shooting Victim, Cruiser Theft Suspect Knew One Another

It also called on state police to release its high-speed chase policy, which the agency also did Tuesday.

The ACLU of Rhode Island is questioning whether the chase and use of force were justified, why more body cameras weren't activated and why state police haven't released the involved troopers' names.

The Rhode Island chapter of the American Civil Liberties Union on Monday pushed the agency to name the troopers and said its decision not to showed "a glaring and troubling lack of transparency".

The man who is charged with stealing a state police cruiser touching off a frantic search last Thursday knew the man who was later shot and killed by police following a high speed chase on I-95 in Providence, says the cruiser theft suspect's ex-girlfriend.

That shooting came less than two hours after they said Morgan, handcuffed and being transported to court, managed to steal the cruiser he was riding in while the driver, Trooper Michael Doherty, got out to investigate a crash on Route 146. Police said Morgan was able to steal the vehicle, ditching it in Providence.

During the manhunt for Morgan, investigators received a tip that a man matching Morgan's description entered a white pickup truck-like the one Santos was later seen driving erratically.

But Jeff Albert, a deputy city prosecutor, objected, saying Saito "fills all the criteria of a classic serial killer". In 2015, a judge denied a motion for Saito to be granted passes to leave the hospital's grounds without an escort.

It was still not clear Tuesday why Santos fled and whether the two incidents were connected.

"Colonel Assumpico was at the scene and she, along with other members of the Rhode Island State Police, rendered first aid to the female passenger in the truck", Kirk said in an email.

"We have been since Thursday", he told the station.

State Police Col. Ann Assumpico, in a press conference Saturday, wouldn't release the names of the four troopers involved, although she commended them, The Providence Journal reported. She said the department also is reviewing its polices and protocols and that she has ordered partitions be installed between the front and back seats of all marked Rhode Island State Police cruisers as soon as possible.

"In light of the policy's recognition of the danger of these pursuits, it is hard to comprehend why permission was given (assuming it was given) for so many cruisers to be involved in the chase", Brown wrote in an email.

A Providence District Court judge Tuesday ordered Morgan held as a bail violator during his arraignment on a half-dozen charges related both to an earlier auto theft and the cruiser theft.
