A day after Jammu Kashmir Government refused to pay compensation to Budgam man used human shield by Army, the victim who appeared in Press Enclave Srinagar on Monday expressed surprise and lamented over the attitude of the government.
In its reply to the Commission, the government argued that Dar has not alleged any human right violation.
Jammu and Kashmir State Human Rights Commission chairperson Justice Bilal Nazki had directed the state government in July to give the compensation amount to Dar.
Speaking to the local media at Srinagar's Press Enclave on Monday, Dar said he was disappointed with the development, adding that it was hard for him to make both ends meet after the "human shield" incident.
Dar said: "I was in a deep depression when I was victimized by the security forces by using me as a human shield and I was thinking that I will never come out of this trauma but after I heard about the SHRC my case was listed and highlighted before the Valley and new a ray of hope was rekindled inside me".
Visibly distressed, Dar questioned the government that how can they act like nothing has happened with me.
The State's home department in a communiqué to SHRC has informed that the government's empowered committee has observed that the grounds on which compensation was recommended to human shield victim by the Commission can not be accepted due to varied reasons.

Dar said he is being taunted by his neighbors and relatives.
Mohammad Ahsan Untoo, Chairman International Forum for Justice and Human Rights, said the state has disappointed its own people.
It is very disappointing that the state has denied compensating me.
There was "no scheme or policy in vogue in the state, which could cover the payment of compensation" in such matters, the state government said in its reply to the human rights panel recently.
He also said that he can not bear this negligence from the state government.
"That pending completion of the investigation in the matter, the recommendation with regard to payment of compensation to the complainant (Dar), shall tantamount to establish the guilt of the accused without affording him an opportunity of being heard", the reply accessed by PTI said.
It added that since the SHRC had observed in its recommendation that it can not go into the conduct of the army - which is allegedly responsible for the incident - hence, the SHRC "lacks jurisdiction to entertain and adjudicate upon the present matter".
