Briscoe and Goodwin were recently signed to training camp deals, as first reported by ESPN. The Vertical was first to report the agreement.

Briscoe, 21, is an undrafted rookie out of Kentucky. Morrow is entering his tenth year in the National Basketball Association with his seventh team.

He last played with the Philadelphia 76ers in both the Las Vegas Summer League and the Salt Lake City Summer League.

The Blazers are a bit short on depth in the backcourt with Shabazz Napier and Pat Connaughton listed as backups to Damian Lillard and C.J.

The addition of Morrow gives Portland 18 players heading into training camp. Morrow then signed a multi-year contract with the Oklahoma City Thunder the next year before the Thunder traded him with Joffrey Lauvergne and Cameron Payne to the Chicago Bulls in exchange for Taj Gibson, Doug McDermott and a 2018 second round draft pick. Morrow averaged 5.2 points, 1.1 rebounds, 0.4 assists, and 0.5 steals per game.

First, they still don't have a bill, and generally speaking, it's hard to pass a bill unless you have a bill in the first place. Manchin says he does not expect the plan would target popular tax deductions for mortgage interest and charitable giving.

Portland could use more shooting on the wing, especially after dumping Allen Crabbe.

Morrow has been a reliable shooter for most of his career.

Also of note is the fact that Morrow, who has seen time with seven different teams prior to joining the Blazers, surprisingly signed a non-guaranteed deal.

For Morrow, Portland offers an opportunity to compete for a roster spot on a potential playoff team.
