Ryan Won't Say Tax Plan Won't Raise Deficit

Earlier Wednesday, Ryan and House Ways and Means Chairman Kevin Brady met behind closed doors with GOP lawmakers to lay out a timetable on taxes, pledging a detailed blueprint from top congressional Republicans and administration officials in the final week of September.

On taxes, Trump himself added to the complications when he surprisingly declared, at a meeting with a bipartisan group of House members, that taxes on the wealthy would not go down under the GOP plan and might even go up.

The conflicting statements have made it hard for lawmakers to predict what might fill in the gaps left by a one-page tax blueprint that the White House released in April.

"We intend to pursue a permanent tax reform plan that abides by the reconciliation rules", Strong said in an email.

The tax overhaul principles Republicans have put forth envision slashes in the corporate tax rate and individual tax rates.

Still, Trump declared, "The rich will not be gaining at all with this plan".

"I think the wealthy will be pretty much where they are", Trump said before a meeting with Democrats at the White House about the tax cut effort. Once the outline is released, the committees will write legislation to "fill in the details".

But Ryan rejected that approach, telling the AP, "It's not just narrow cuts in taxes that will do the job". "And so this is the beginning of the process".

Opponents of the budget plan say they went along with GOP leaders' pleas this year that they had to pass a bare-bones budget to pave the way for repealing and replacing the Affordable Care Act.

Republicans must agree upon a companion budget plan if the tax effort is to get off the ground. Conservatives went along, only to see leaders struggle and fail to follow through on that promise.

"The problem here is we don't have a clue what's in the tax plan", said Rep. Dave Brat, R-Va.

"We hear their concerns about safe environments, about standards, about measurement, and this is critical to us", she said. Second time around: "Nope, put it in writing".
