North Korea nuclear test provocative - Putin

11 Septembre 2017

North Korea conducted its most powerful nuclear test to date on Sunday, triggering warnings from the United States of a "massive military response".

"Pyongyang's missile and nuclear program is a crude violation of U.N. Security Council resolutions, undermines the non-proliferation regime and creates a threat to the security of northeastern Asia", Putin said at a news conference.

China has warned North Korea against launching another ballistic missile, saying it should not worsen tensions.

Under an unusually burning sun in early autumn, residents living near the THAAD deployment site, around 300 km southeast of Seoul, held a press conference outside the Blue House together with peace activists who helped fight against the USA missile shield for over 400 days.

During an economic summit in Vladivostok, Russia, Moon urged Putin and Chinese President Xi Jinping to play a role in stopping North Korea's nuclear and missile provocations.

Up until this point, the USA has shown little interest in much of what the Russian president has had to contribute on the North Korea file.

"We believe that sanctions and pressure are only half of the key to resolving the nuclear issue".

But Russian President Vladimir Putin, who has urged the USA to use diplomacy to settle the standoff, said giving up weapons of mass destruction doesn't guarantee survival for a country's leaders.

Following his negotiations with South Korean President Moon Jae-in on the sidelines of the EEF on Wednesday, Putin reaffirmed Russian Federation is ready to implement trilateral projects with the participation of the Democratic People's Republic of Korea.

Russian President Vladimir Putin said Tuesday that North Korea's Kim Jong Un would have his people "eat grass" before giving up his nuclear weapons and ballistic missile programs.

Tensions between Pyongyang and many world powers, particularly the United States, Japan, and South Korea, are at their highest levels in years. Yet the consensus position among America's North Korea experts is that it is, in fact, too late: that nothing the U.S. can do to Kim Jong Un could offset the deterrent value of his nuclear weapons.

South Korea's defence ministry said it was already strengthening its defences, in part by deploying more US-made Terminal High-Altitude Area Defence (THAAD) missile launchers.

Beijing objects to both the military drills and the deployment in South Korea of an advanced USA missile defence system that has a radar that can see deep into Chinese territory.

The deployment "does not help addressing the security concerns of relevant countries", Geng Shuang, a spokesman for China's foreign ministry, said on Wednesday.

"One should not give into emotions and drive North Korea into a corner", said the Russian president.

"We estimate this was far bigger than previous nuclear tests", Defence Minister Itsunori Onodera told reporters.

Prime Minister Lee Nak-yon said on Thursday the next North Korean missile launch may happen on Saturday - the anniversary of its founding.

For that, the South Korean president asked for "the people's understanding".

This opened the door for Pres. Putin to negotiate the peace deal between South Korea and North Korea in a move which would deprive Pres. Trump of that coup de main, to the relief of Beijing, going into the 19th Communist Party Congress, opening in Bejing on October 18, 2017. But he stopped short of expressing willingness to impose more sanctions on North Korea, saying Moscow viewed them as "useless and ineffective".
