Dunford Notes 'Difficult Issues' with China

20 Août 2017

Under the latest Security Council resolution of Aug 5, measures were taken in an attempt to restrict the flow of funds for the North's nuclear programme by slashing its $3-billion in annual export revenue by a third. Kim Jong Un having ballistic missiles melded with nuclear warheads would be a significant threat to the region and the United States.

"I think we have to be honest".

Three hundred thousand casualties don't sound so bad if they were to eliminate a real threat.

We write to express our profound concern over the statements made by President Trump that dramatically increased tensions with North Korea and raised the specter of nuclear war. The good news is that such thoughts have been temporarily placed "on hold" since China and Russian Federation combined with the rest of the U.N. Security Council in issuing a series of sanctions to North Korea for its continued testing of ballistic missiles.

The panel is also looking into other forms of revenue, including the North's leasing of its embassy properties for commercial purposes in countries such as Bulgaria, Germany, Poland and Romania.

Chinese Ambassador to South Korea Qiu Guohong said Seoul and Beijing have had many difficulties in the past 25 years but the ongoing friction over the Thaad system is "the most hard challenge" facing the two countries.

"In close collaboration with our allies, there are strong military consequences if DPRK initiates hostilities", Mattis said, referring to an abbreviation of the North's official name, the Democratic People's Republic of Korea.

The end state, of course, is a nuclear-free Korean Peninsula.

The passage of the United Nations sanctions represents a real feather in the cap of one Donald Trump. Obtaining credible assurances that the US and its allies would take no steps to promote or support regime change, in spite of the Kim regime's dangerousness and brutality, is key for China.

In May 2017, after new United Nations sanctions were imposed on North Korea over its increasing number of missile tests, India banned all trade with North Korea excluding only food and medicine items.

The question, however, persists.

So far, the USA has limited its dialogues with North Korea to only the things the US government wants while not discussing what the Kim regime wants.

Commercial trade between Chile and North Korea is just $27 million a year, about $25 million of which is Chilean imports from the Asian country. "I want to warn North Korea to do no more risky gambling", added Moon. Examples include: there are only 28 types of haircut that are legal; only military and government officials can own motor vehicles; schoolchildren provide their own desks and chairs; pot is legal; there are nearly no working traffic lights; accordions are a big deal; the list goes on.

"Until or unless North Korea demonstrates a willingness to back down from the path that they're on right now, which is the development of nuclear weapons and ballistic missiles that can threaten Japan, can threaten Korea, can threaten the Unites States and quite frankly can threaten China, then I would not recommend and have not recommended that we dial back military exercises", he said.

China says the system affects its own security because of its powerful radar and that it will do nothing to ease tension with North Korea.

The ministry quoted Lavrov as saying tensions could rise again with the US and South Korea set to launch large-scale military exercises on August 21.

Dunford arrived in China Tuesday for high-level meetings with top Chinese military officials to build cooperation and expand dialog.

When asked how the US should approach efforts to end tensions with global adversaries over the nuclear issue, Americans have tended to favor nonproliferation agreements, though the negotiations with Iran during the Obama era were more controversial with the public; a Gallup poll from February 2016 found that 57 percent of people disapproved of that agreement.
