The new missile is expected to become operational by the end of 2017.

Dick Durbin, an Illinois Democrat, told South Korean reporters earlier this year: "I believe that if I lived in South Korea, I would want as many missile-defense systems as possible to protect against the hundreds of ballistic missiles which North Korea could rain on the South should war begin".

Foreign Minister Wang Yi said in a phone conversation with his Russian counterpart, Sergey Lavrov, that the two countries should work together to contain tensions and permit no one to "stir up an incident on their doorstep", according to a statement posted on the Chinese foreign ministry's website.

Just over three months in office, South Korea's president is finding little room to manoeuvre between old enemy North Korea and increasing combativeness from long-time ally, the United States.

The editorial also claimed North Korea is "confident" about the capabilities of its weapons, while referring to its recent statement about the regime's capability to target the USA territory of Guam.

"A resolution of the North Korea nuclear issue by military force is completely unacceptable and the peninsula's nuclear issue must be peacefully resolved by political and diplomatic methods", Mr Lavrov said.

The decision was announced yesterday after days of increasingly bellicose rhetoric between US President Donald Trump and North Korea, which raised worldwide alarm over where the crisis is headed.

On the question of talks with North Korea, the South Korean president said, "I don't think we must rush into it". No details of the talks have been released.

Dunford said China and the United States already have capability to do secure video teleconferences between Dunford and Fang Fenghui, chief of the Joint Staff Department of the People's Liberation Army.

Moon said "President Trump is trying to pressure North Korea by showing firm determination". He says the "North Korean nuclear program should absolutely be solved peacefully, and the (South Korean) government and the US government don't have a different position on this".

Trump had promised to seek negotiations and approval from South Korea before taking any options regarding North Korea, Moon also said.

When North Korea on Thursday repeated a threat against Guam, saying it was working on a plan to launch missiles into the waters near the US territory, Roh Jae-cheon, spokesman of South Korea's Joint Chiefs of Staff, appeared on TV to declare that Seoul and Washington were prepared to "immediately and sternly punish" any provocation by the North.

Tension on the Korean peninsula has increased in recent months over concern that North Korea is close to achieving its goal of putting the mainland United States within range of a nuclear weapon. Next week's start of U.S.

North Korea, meanwhile, threatened to lob four intermediate-range missiles into the waters near Guam, a tiny us territory about 2,000 miles from Pyongyang, North Korea's capital.

North Korea has in the past fired missiles and taken other steps in response to exercises.

The missile plans were previously announced.

Trump said the North will be met by "fire and fury" should it continue to make threats against the United States, later adding his country's military options are now "locked and loaded". He said recently that the battery will protect 10 million South Koreans in the area outside of Seoul in addition to US bases and vital seaports. "The new mechanism will play a significant role in exchanging ideas for dealing with major military issues in the region, which in term will reduce the chance of miscalculation and improve risk management between the two militaries".

Seoul will consider sending a special envoy to North Korea if Pyongyang stops its missile and nuclear tests, South Korea's president has said.

Both exercises, according to US Forces Korea, are created to "highlight the longstanding military partnership" between the two countries and improve stability and security on the Korean Peninsula.

The South Korean president has urged North Korea not to proceed with its plans to fully develop and load a nuclear warhead on an intercontinental ballistic missile.
