North Korea to UN: Nuclear program non-negotiable

19 Août 2017

In an interview with The American Prospect, White House strategist Steve Bannon said "there's no military solution" to North Korea's growing nuclear weapons program.

President Donald Trump last week declared the US military "locked and loaded" and said he was ready to unleash "fire and fury" if North Korea continued to threaten the United States.

The warning came from North Korea's deputy U.N. ambassador Kim In Ryong in the transcript of his conversation with U.N. Secretary-General Antonio Guterres on Tuesday.

Former Secretary of Defense William Perry says North Korea knows its army isn't as strong as others and believes a nuclear bomb would level the playing field.

"North Korea will conduct a sixth nuclear test in order to bring the United States to negotiations", said Yoo Ho-yeol, professor of unification and diplomacy at Seoul's Korea University.

American fury has lately been directed at the verbal threats of the Kim regime to target the American military base in Guam, which seems to be within the range of North Korean intercontinental ballistic missiles. The not a volatile nation.

North Korea's two tests of an intercontinental ballistic missile (ICBM) last month likely carried a payload lighter than any nuclear warhead it is now able to produce, the experts said.

But the U.S. is reluctant to give up the wargames, and also unhappy with North Korea agreeing to something short of disarmament.

Marine Corps General Joseph Dunford, the chairman of the US Joint Chiefs of Staff, said President Donald Trump directly has "told us to develop credible viable military options and that's exactly what we're doing".

'As long as the threat in North Korea exists we need to maintain a high state of readiness to respond to that threat, ' he said. Being mindful that it has been North Korea's strategy for years to use conventional military threats to extract economic aid.

"In order to defuse the tensions and prevent the unsafe military conflict on the Korean Peninsula, it is necessary for the make a proper option first and show it in action", the ambassador said.

While North Korea's Deputy Ambassador Kim In-ryong expressed interest in negotiations during his conversation with UN Secretary-General Antonio Guterres, he cautioned that the global community shouldn't expect the nuclear program to be immediately on the table.

China, North Korea's main ally and trading partner, has urged the United States and South Korea to scrap the drills in exchange for North Korea calling a halt to its weapons programs. The drill, known as Ulchi-Freedom Guardian, takes place in South Korea. Trump welcomed the delay as "very wise".
