The Reds conceded three terrible goals as they drew 3-3 in today's early kick-off against Watford at Vicarage Road.
The former England defender questioned whether Klopp had worked on defensive issues that were apparent last season and claims Southampton star Virgil van Dijk, who is linked with a move to Anfield, would not fix the problem.
Miguel Britos struck deep into stoppage time as Watford secured a late point following a 3-3 draw with Liverpool, who looked very shaky at defending set-pieces.
But once again Carragher disagreed, he said: "If Van Dijk was playing instead of Lovren or Matip - he would have been in one of their positions".
"But I don't care how good a centre-back, getting exposed on counter-attacks, you've got to cover the full width of the pitch, it's nearly impossible".
"He will help, but on set-pieces it's not about the defence".
"I think Manchester United will be in there, they didn't make the top four past year but I think they will with the additions that they've made", he said.
"On average Liverpool conceded around 50 goals a season. He wouldn't be in Firmino's position (for the corner), he would have been in Lovren's or Matip's because they'd have been coming out of the team".
'There are two ways of marking at a set piece and Liverpool are bad at zonal marking, ' Carragher said on Sky Sports, while critiquing Liverpool's defending for the Watford opener.

Equities research analysts anticipate that Silver Wheaton Corp will post $0.61 earnings per share for the current fiscal year. First Manhattan Co. purchased a new position in shares of Silver Wheaton Corp during the second quarter valued at $236,000.
But Carragher continued to argue that the Reds' system would still undermine their defensive personnel.
"The positions of full backs is far too high and wide, for me".
He calls him a "leader" who would organise the back four.
'It's nearly impossible. What defenders can do that?' Van Dijk will improve it, yeah, but one man can't change it all'.
Carragher voiced his concerns after the game, but Gary Neville couldn't help but aim a dig at the former Liverpool defender on Twitter shortly after Watford's equaliser.
2 games, 13 goals and 180 minutes later, the Premier League is officially back after the longest summer in recent memory. He said: 'There is a reason why they concede so many goals, because they are disorganised there and have no leaders at the back.
"We're still seeing the same things year in, year out, and it went back to Brendan Rodgers as well".
"That's what happened with the first goal, the corner came from a counter attack, Watford should have been one up before the corner".
