After voting for sanctions, China tells North Korea to act 'smart'

Cayetano told reporters Monday foreign ministers and key partners will likely discuss North Korea's missile tests in the ASEAN Regional Forum (ARF).

The U.N. Security Council is expected to vote Saturday on a new sanctions resolution that would increase economic pressure on North Korea to return to negotiations on its missile program.

"China urged the North Korean side to calmly face the new UN Security Council resolution, and not to do anything to violate it amid the strong opposition of the global community to [North Korea] launching a missile or [staging a] nuclear test", Wang said after the meeting on the sidelines of the Association of Southeast Asian Nations' foreign ministers meeting.

The UNSC on Saturday unanimously passed a US-drafted sanctions resolution against North Korea over its missile and nuclear military programs.

Trump's warning comes as U.S. Secretary of State Rex Tillerson visits countries in Asia, where he attended a regional meeting in Manila at the weekend and urged Southeast Asia to cut back on ties with North Korea.

"Over the last 11 years, we have not seen the level of sanctions necessary, and we know that non-North Koreans are facilitating North Korea's sanctions evasion", said Ruggiero, who regretted that United Nations sanctions are focusing primarily on the North Koreans.

It also said that the two "reiterated their mutual commitment to denuclearization of the Korean Peninsula". Trump administration officials haven't been on the same page about North Korea .

China has repeatedly said it was committed to enforcing increasingly tough United Nations resolutions on North Korea, though it had also said what it terms "normal" trade and ordinary North Koreans should not be affected.

Tillerson is meeting with South Korean Foreign Minister Kang Kyung-wha in the Philippines on the sidelines of a regional summit.

South Korean Foreign Ministry said the measures will slash about $1 billion from the North's annual export revenue.

Wang said that apart from the new sanctions, the resolution also made clear that the six-party talks process, a stalled dialogue mechanism with North Korea that also includes Russian Federation and Japan, should be restarted. Tillerson says he and the South Korean diplomat plan to discuss the sanctions during their meeting, along with next steps to pressure the North.

Before Tillerson's trip, the US had said he had no plans to interact with North Korean Foreign Minister Ri Yong Ho. On Monday, North Korea fired four ballistic missiles in an apparent protest against ongoing U.S.

"They're not self-sufficient in building nuclear bombs and ICBMs, so these sanctions are a big threat", Byrne said.
