Guam Governor: 'There Is No Threat to Our Island'

South Korea's National Security Council will hold an emergency meeting on Thursday afternoon, the presidential office said, hours after the North announced a plan was in the making to strike waters off a U.S. island.

Elected officials in Guam are reassuring constituents that the US territory is safe following North Korea's threat against the island.

Hours earlier, as North Korea's war of words with US President Donald Trump intensified, Pyongyang said it was developing a plan to launch four intermediate-range missiles towards the Pacific island.

North Korea is threatening to launch weapons in the direction of Guam, the closest US Territory to North Korea.

Military officials say they plan to move ahead with large-scale U.S. Combined Force Command at Yongsan Garrison, a US military base, in Seoul, South Korea, Friday, Aug. 11, 2017. In the latest development, Gen. Kim Rak Gyom, who heads North Korea's rocket command, said in a statement carried by state media that his country was "about to take" military action near Guam. Their location in a USA territory means its military is just hours from potential flashpoints in the western Pacific. The military first occupied Guam after the Spanish-American War in 1898. In World War II, Guam was seized by the Japanese shortly after the Pearl Harbor attacks and won back by the 1944. When the US military flew B-1 bombers over South Korea in a show of force last month after a North Korean ballistic missile test, the bombers took off from Guam.

Naval Base Guam is an important outpost for USA fast-attack nuclear powered submarines that are a key means for gathering intelligence in the region, including off the Korean peninsula and in the South China Sea where China has been building military bases on man-made islands that have stirred tension across Asia. The U.S. military established a naval base and small Marine barracks there. "I feel it would be a pretty stupid idea to do that", she said.

"I think they've been accustomed to it for the past 50 years".

In Guam's capital Hagatna, residents were unruffled by Pyongyang's rhetoric.

He concluded, "May God bless the people of Guam, and may God bless America".

Citizens of self-governing Guam are US citizens, although they can't vote for president.

There's a sense of patriotism among those who cite the island's history of Guam residents serving in the USA military. The fact that the American government considered an evacuation of its civilians in South Korea tells a lot. The suffering of Guamanians during the occupation was acknowledged by the U.S. Congress previous year, in a bill providing for compensation to survivors.

The plan calls for sending 12 rockets over Japan to crash in the waters about 30 miles from Guam, which is 2,100 miles east of the Korean peninsula.

The the past has had an envoy for North Korea, but Dujarric says "every situation is different and it's important not to make empty gestures".

A willingness to shoot down the missile was a politically important move in the relationship between the two allies, Mr Gatling said, adding that Japan might be better placed to provide data to help the United States track the missile.
