Duterte, in a speech in Davao City Friday night, said he will do everything to solve the illegal drug menace in the country and assured the public that drugs will be at its lowest by the end of his term.
This isn't the first time he's made comments like this - and probably won't be the last.
Filipino president Rodrigo Duterte is no stranger to criticism - nor, sadly, quips about sexual assault - but his latest remark is proving to be perhaps his most provocative yet.
"What I don't like are kids [being raped]". "I said even if you rape a one-year old or Miss Universe, just the same ... Maybe I will even congratulate you for having the balls to rape somebody when you know you are going to die", he said.
He also said that the resurgence has definitely presented quite a challenge for Duterte.

Abella said the concerned offices already have apologized following the incident and renewed the shared commitment to uphold the highest standard of service and support for the President and all his engagements. But she was so lovely. "I thought, the mayor should have been first", causing a furor, both locally and overseas. "What a waste", he said.
Duterte later clarified that what his remarks were not a joke, but a death threat.
The bill's submission comes at a critical time for the Philippines, as fears grow that militants allied with Islamic State (IS) have exploited disillusionment over the failure of the previous Congress to pass the law, and have used it to recruit fighters and further a radical agenda. The fighting is ongoing. In May, Duterte said that he would allow his soldiers to rape up to three women during an operation in the southern part of the country.
"So, find me a law-wherever you come from-point out to me a law in your country and in my country, which says you can not threaten a criminal from destroying your country". "I'll imprison you myself", Duterte said of soldiers who commit violations, before adding: "If you had raped three, I will admit, that's on me".

The comment sparked criticism on social media and Chelsea Clinton, daughter of former USA president Bill Clinton and presidential candidate Hillary Clinton, called Duterte "a murderous thug with no regard for human rights".
