It claimed that it has busted two modules of the terror outfit in southern Shopian and north-western Baramulla districts of the Valley.
The boys were counseled and then handed over to their parents, the police official said.
A police spokesman said after killing of SPO Khurshid Ahmed in militant attack at Imam sahib in south Kashmir's Shopian district on June 11 this year, police launched probe to identify the people providing logistic and other support to militants in carrying out their activities.
"In this criminal conspiracy four OGWs (over-ground workers) provided logistic support to the militant group".
The accused include a police constable, a bank employee and a private school teacher. Further investigation is being held into their roles.
SSP Baramulla Imtiyaz Hussain said a Hizbul module luring young boys into militancy was busted with the arrest of three persons.

Police were trying to establish whether the woman had been known to the men, and if she had consumed drugs and alcohol. Two men who attended a buck's party that left a woman dead have claimed they were " stitched up ".
This module according to police was being spearheaded by Hizb-ul-Mujahideen commander Parvez Wani alias Mubashir resident of Gagloora Handwara.
Three militants involved were identified as Ansar-ul-lah Tantray, Abdul Rashid Bhat and Mehraj-ud-din Kak, all from north Kashmir.
Among the arrested OGWs, one Abdul Rashid Bhat, visited Pakistan in May and obtained terror training in the Khalid Bin Waleed terrorist camp run by the Hizbul Mujaheddin in Pakistan-occupied Kashmir.
He got a visa from the Pakistan High Commission in Delhi on the recommendation of Hurriyat Geelani faction, sources said.
From the arrested terror operatives, large quantity of arms, ammunition and over Rs 1 lakh in cash was recovered, added the police official.
Hunting for terrorist organizations in the state since the terror attack on Amarnath Pilgrims, the Jammu and Kashmir police has busted a Hizbul Mujahideen recruitment module in Baramulla district. The report added that recently Baramulla Police has found around 10 boys who were to be inducted in militant ranks. A case under section 13 of the Unlawful Activities Prevention Act has been registered in Police Station Pattan and investigation has been taken up.
