It is a first step in the sense that they introduced a resolution with a specific issue in mind: That Trump sought to cause "hindrance or termination" of investigations involving his campaign's possible collusion with Russian Federation based on FBI Director James Comey's testimony to Congress.
Sherman also pointed to Comey's firing amid the ongoing Federal Bureau of Investigation probe into alleged Russian hacking in last year's election and possible collusion by Trump presidential campaign officials. "It does provide for the removal of a President for High Crimes and Misdemeanors".
Democrats in the House reportedly have been debating whether it is politically prudent to introduce impeachment proceedings at this time.
Green previously said he would be drafting Articles of Impeachment against the president, though the effort may be fruitless. "A majority vote in the House, now controlled by Republicans, is required to impeach a president".
In the impeachment process, each branch of the government plays a role.
Sherman, who first drafted the articles in June, formally introduced H.R. 438 on the House floor on Wednesday.
The Constitution allows Congress to remove officials from high office, including the president. In 1868, Andrew Johnson was impeached on charges of violating the tenure of office act.

The president's eldest son on Tuesday released a series of emails purportedly sent between himself and Rob Goldstone, the man who told The Associated Press he set up a meeting previous year between the young Trump and Russian lawyer Natalia Veselnitskaya.

If Impeachment is real, if they actually see Articles, perhaps we will see incompetency replaced by care. He admitted that filing the article is "the first step on a very long road". But if the impulsive incompetency continues, then eventually-many, many months from now-Republicans will join the impeachment effort.
