"Additional rainfall amounts of 2 to 4 inches with isolated maximum amounts of 8 inches over southern MS, southern and central Alabama and extreme western Florida Panhandle are expected through Friday morning".
In Gulfport, Mississippi, Kathleen Bertucci said heavy rainfall Wednesday sent about 10 inches of water into her business, Top Shop, which sells and installs granite countertops. A boy killed by debris in storm surf off Alabama was the only fatality reported so far in the storm, which spun off tornadoes and caused street flooding in many coastal areas. Low-lying roads in many areas were being covered with water.
The National Weather Service said Tropical Depression Cindy is continuing to produce heavy rain around the Mississippi Valley. Crews in Memphis cleared storm drains Thursday to help prevent flooding.
Tropical Storm Cindy has already spurred a tornado in the Birmingham, Alabama, area with other southern cities experiencing storm damage overnight. Flash flood watches were issued for much of Kentucky and West Virginia.
The storm should turn north-northeast later Thursday and then turn northeast Friday.
The tropical system formerly known as Tropical Storm Cindy has been downgraded to a tropical depression, and as a result, the Tropical Storm Warnings have been discontinued.
Rainfall amounts of 1 to 4 inches are expected to begin and expand across parts of the Tennessee and OH valleys.
Authorities in Florida are urging people to stay off the beaches and out of the Gulf of Mexico until weather conditions brought by Tropical Storm Cindy improve.

Residents in Lake Charles, Louisiana, uploaded images and video of the storm to social media on Wednesday as it battered the city with severe rain.
