Tillerson, defending Trump policy, contradicted by his words

The Secretary of State will respond to questions bordering on President Donald Trump's unpopular budget to the administration's and his own ties to Moscow.

"If they think that we're somehow willing to relax the sanctions on them before they've complied with the Minsk framework and left Crimea, I think it just will encourage Putin to continue his bullying", Engel said.

"Even with reductions in funding, we will continue to be the leader in worldwide development, global health, democracy and good governance initiatives, and humanitarian efforts", Mr. Tillerson said in prepared testimony before the Senate Foreign Relations Committee. The legislation would also give Congress the power to review and potentially block President Trump from easing or lifting Russian Federation sanctions, including penalties imposed by President Obama at the end of past year.

Half an hour later, however, Tillerson repeated his message from Tuesday and said that assurances from the Palestinian leadership on this issue "were given to me during the President's visit to Bethlehem". Eliot Engel, a NY representative from the Democratic Party, said that changing the USA approach to the issue in such a way would send a wrong signal to Russian Federation.

Talks with Moscow on stabilizing war-ravaged Syria are progressing but it's too early to tell if the discussions will bear fruit, Tillerson said.

That measure reflected Republican complaints that Obama had overstepped the power of the presidency and needed to be checked by Congress.
