London high-rise fire death toll rises to 17

He said residents had complained for years about mismanagement of the block, saying he had warned that "one day there will be a catastrophic fire and that will hold these people to account".

Grenfell Tower, which built in 1974, was recently refurbished at a cost of £8.6 million, with work completed in May previous year.

An analysis report by the Melbourne Metropolitan Fire Brigade (MFB), which described "many contributory factors", said the first fire crews on the scene saw that the blaze had already swept up the external walls and balconies over approximately six levels and "only six minutes later, crews reported back that fire had reached the roof of the building above the 21st floor".

David Collins, a former chairman of the Grenfell Tower residents' association, said he was shocked but not surprised by the fire.

"Our advice to people who live in high-rise properties or objective built flats or maisonettes, aside from having a smoke alarm and taking fire safety precautions, is to make sure you know your escape route and what to do if there is a fire inside your home or somewhere else in the building".

At least 17 people have now died in the west London fire, though the death toll is still expected to rise.

Some residents screamed for help from behind upper-floor windows, some tried to throw children to safety, as flames raced through the high-rise Grenfell Tower block of apartments in the north Kensington district just before 1 a.m.

The fire brigade said the fire was unprecedented in its scale and the speed of its spread. A coroner's inquest found that a series of failures contributed to the loss of life and made a number of recommendations to help prevent future disasters.

Investigators probing the Grenfell Tower fire will have to look at which of those recommendations were implemented in the building and which were not, said Jim Fitzpatrick, a former firefighter who now serves in the House of Commons.

Like Nads, many in the local community are doing all they can to support those affected by the incident. In a series of blog posts, the group raised concerns about testing and maintenance of fire-fighting equipment and blocked emergency access to the site.

Highland's places committee chairman Allan Henderson said the thoughts of everyone at the council were with those affected by the Grenfell tragedy.

"It is a truly terrifying thought but the Grenfell Action Group firmly believe that only a catastrophic event will expose the ineptitude and incompetence of our landlord, the KCTMO [ Kensington and Chelsea Tenant Management Organisation ], and bring an end to the unsafe living conditions and neglect of health and safety legislation that they inflict upon their tenants and leaseholders".
